Elections (Corrupt and Illegal Conduct) Ordinance (ECICO) (Cap. 554) enforced by the ICAC
Dear Sir / Madam,
The coming Chief Executive (CE) Election will be held in March 2012.
Similar to other public elections, the CE Election is also regulated by
the Elections (Corrupt and Illegal Conduct) Ordinance (ECICO) (Cap. 554)
enforced by the ICAC.
Apart from the candidates and their election helpers who should abide by
the laws and regulations, their supporters (including individuals or
organisations) should also understand the legislation and avoid any
inadvertent contravention of the law.
As an "Umbrella Organisation" in your subsector, your members might have
been elected to the Election Committee or act as active supporters of
the candidates in the CE Election. The ICAC has prepared the attached
"Reminder to Candidates" Supporters which is aimed at helping the
supporters avoid inadvertent breaches of the law while electioneering
for the candidates.
I am writing to enlist your support to bring it to the attention of your
members. The reminder has also been uploaded onto the following
dedicated website : www.icac.org.hk/elections

Information Technology Forum for Hong Kong Industries 2012

Prof. Sorel Reisman is the President of IEEE Computer Society. He is
Managing Director of the international, higher education, digital
library consortium, MERLOT, and is a professor of information systems
at California State University, Fullerton. He has held management
positions at IBM, Toshiba, and EMI. He is an IEEE senior member and
has been vice president of the Computer Society Publications Board,
vice president of the Electronic Products and Services Board, and a
member of the Computer Society's Transformation and Planning and
Membership Committees.
Prof. Reisman was a member of the Publications Board; chair of the
Magazines Operations Committee; editorial board member for IEEE
Software; founding board member of IEEE MultiMedia and IT Professional;
and author of the IT Pro column, The Ivory Tower. He has presented or
published more than 50 articles and authored the books Multimedia
Computing: Preparing for the 21st Century, and Electronic Learning
Communities— Current Issues and Best Practices. He is an advisory
board member of the MERLOT African Network and a liaison to the
international digital library consortium, GLOBE. He received a BS in
electrical engineering and an MA and a PhD in computer applications
from the University of Toronto.

On World IPv6 Day (June 8th 2011), top content providers such as
Google, Yahoo, Facebook and more than 1000 participating websites
joined together for a successful global-scale trial of the new Internet
Protocol, IPv6. This is the first ever largest IPv6 deployment in the
world. By providing a coordinated 24-hour "test flight", the event
helped demonstrate that major websites around the world are
well-positioned for the move to a global IPv6-enabled Internet,
enabling its continued exponential growth.
A key goal of World IPv6 Day was to expose potential issues with
real-world IPv6 use under controlled conditions. Given the diversity of
technology that powers the Internet, the global nature of the trial was
crucial to identify unforeseen problems. The vast majority of users
were able to access services as usual, but in rare cases, users
experienced impaired access to participating websites during the trial.
After World IPv6 Day, then the question is "what's next?". We are
pleased that speakers from Google, Yahoo and Hurricane Electric, who
did the actual IPv6 deployment work on World IPv6 Day, will come to
Hong Kong and share with us their valuable experience, including how
they planned for World IPv6 Day, operational issues, deployment
problems, security issues and transition mechanism.

IEEE Hong Kong Competition on Cloud Computing Applications 2011
Deadline: 1 November 2011
The competition is open to all IEEE members and all students from universities, colleges,
vocational institutions, or secondary schools in Hong Kong. Participants can be individuals or
teams of less than six members, who can be from the same or different schools or faculties. A
participant cannot sign up as a member of multiple teams. A team (including an individual) can
submit more than one mobile application. The competition will complete in November 2011. The
judge panel will assess the entries based on a number of criteria including technologies applied,
creativity, usability, business value, presentation, etc.

This is a friendly reminder that you are eligible to be registered as
an individual elector in the Information Technology Functional
Constituency (ITFC) and an individual voter in the Information
Technology (IT) subsector of the Election Committee (EC) if
(a) you are a Permanent Resident of the Hong Kong SAR; and
(b) you are a Full Member (that is, Professional Member), Senior
Member or Fellow of BOTH the IEEE and the IEEE Computer Society
Chapter; and
(c) your Primary Address Country in the record of IEEE is Hong Kong
(or Hong Kong, China).
Please also be reminded that, to do so, you will need to have been
registered or have applied to be registered as an elector in a
Geographical Constituency (GC). You are strongly encouraged to
exercise your right to be registered if you are eligible.
If you have not registered, you may register online (see below) or you
may complete the application forms (which can be downloaded as
follows). *Your applications must reach the Registration and Electoral
Office by 16 July 2011 for inclusion in the final register this year.*

Call for participation in World IPv6 Day on 8 June 2011
8 June, 2011 is dubbed "World IPv6 Day" as on that day, Internet
conglomerates like Facebook (www.facebook.com), Google (www.google.com;
www.youtube.com) and Yahoo (www.yahoo.com), websites with more than one
billion combined visits each day, are joining major content delivery
networks Akamai and Limelight Networks, and the Internet Society, for
the first global-scale trial of the new Internet Protocol, IPv6.
Participants will enable IPv6 on their main services for 24 hours.
Internet Society Hong Kong, following the initiative of IPv6World.Asia
as well as echoing the headquarter's support on World IPv6 Day,
initiates World IPv6 Day X IPv6World:Asia campaign.
Join us on the World IPv6 Day and prepare your services for IPv6 to
ensure a successful transition.
